Positive and supportive testimony on the value of the Honor Program as a proven rehabilitative model of prison reform was given at the hearing by key stakeholders representing all facets of the California correctional system. The hearing was attended by top-level corrections officials including CDCR Secretary James Tilton; Chief Deputy Secretary for Adult Offender Programs Marisela Montes; Chief Deputy Secretary of Adult Operations Scott Kernan; Director of Governmental Relations for the California Correctional Peace Officers Association Lance Corcoran, and representatives from the Honor Program at California State Prison-Los Angeles County. Also speaking on behalf of the Honor Program were concerned citizens and friends and family members of Honor Program prisoners. A powerful statement from the Steering Committee for the Honor Program was read and made part of the testimony. SB299 will codify the Honor Program as part of state law, and will expand it to additional Level III and Level IV prisons throughout the state. In so doing, it will create a safer environment for correctional officers (who are assaulted at a rate of nearly 10 times per day), other staff, and prisoners. The Honor Program has proven to save the California taxpayers over $200,000 per year, while lowering all violent incidents by 88% and weapons offenses by 85%. SB299 will be voted on by the Senate Public Safety Committee on April 17. If it passes, it will move on to the Senate Appropriations Committee within the next few weeks.
