These are simply suggestions. As always, letters should be in your own words, expressing your own feelings and opinions as that will give them greater power. To begin with, I suggest we write three letters. First, to Secretary Cate, asking him to use his administrative authority to fully implement and support the Honor Program.  Second, to Inspector General David Shaw to ask for his support in advocating with Secretary Cate for full, official, and timely Honor Program implementation. Third, to Governor Schwarzenegger, expressing your disapproval of his decision to veto SB299, and requesting that he use his authority to compel the CDCR to establish and expand Honor Programs, as he stated in his veto message.


To Secretary Cate:

I am writing this letter to encourage you to fully, officially, and promptly  implement the Honor Program at CSP-LAC, using your administrative authority. I am hopeful that you will direct that the California Code of Regulations, Title 15, be changed to include provisions that will mandate Honor Program placement to all qualified prisoners.

I am certain that the Honor Program is a key element in creating the space in which real rehabilitation can occur, and the unacceptably high recidivism rates and costs of the prison system can be reduced.

To Inspector General David Shaw: 

I am writing this letter to ask for your assistance in advocating with Secretary Cate for the full, official, and timely implementation of the Honor Program at CSP-LAC. 

I am certain that the Honor Program is a key element in creating the space in which real rehabilitation can occur, and the unacceptably high recidivism rates and costs of the prison system can be reduced.

Thank you for your attention to this matter.

 


To Governor Schwarzenegger:

I am writing this letter to express my disappointment in your veto of  Senator Gloria Romero’s Honor Program bill, SB299, which would have mandated Honor Programs throughout the California Department of Corrections and Rehabilitation.

In your veto message you stated that the CDCR already has the administrative authority to "establish and expand" Honor Programs. I encourage you to use your authority to direct that the prison system implement Honor Programs, starting with formally recognizing the already functioning yard at CSP-LAC.

Please encourage the above officials to support the Honor Program at the California State Prison-Los Angeles County, and to continue to ask the California Department of Corrections and Rehabilitation when they plan to implement the program in its entirety. 

We believe that recent events, especially the visit of Secretary of the CDCR, Matthew Cate, to the Honor Program to meet with prisoners, and interest expressed by other officials in the prison system, make our chances to, finally, succeed in seeing the Honor Program fully and seriously implemented have never been better.  The program saves money, saves lives, and makes perfect sense from the perspective of providing the space where rehabilitation can actually take place.
